
Public Counsel is proud to share that Mark Rosenbaum, Senior Special Counsel for Strategic Litigation at Public Counsel, has been recognized as a 2026 Distinguished Counsel honoree by the Daily Journal. This prestigious award honors exceptional legal veterans who have appeared on the Daily Journal Top 100 Lawyers list more than 15 times, have practiced law for over 40 years, and have demonstrated they are operating at the highest level of California’s legal profession.
Over the past five decades, Mark has litigated some of the most consequential civil rights landmark cases of our time, spanning K-12 public and higher education, voting rights, poverty law and homelessness, immigrants’ rights, foster care, and criminal defendants’ rights. He has argued four times before the United States Supreme Court, three times before the California Supreme Court, and once before the United States Court of Military Appeals.
Mark’s efforts have helped secure over $1 billion for underserved schools (Williams v. California), blocked efforts to end the DACA program (DHS v. Regents of the University of California), and prevailed in a historic ruling recognizing the constitutional right to literacy (Gary B. v. Whitmer). Most recently, Mark led a historic case ordering the U.S. Department of Veterans Affairs to provide supportive housing for homeless and disabled veterans (Powers v. Collins).
In addition to leading litigation, Mark has helped educate the next generation of attorneys by teaching law at the University of Michigan, UCLA, UC Irvine, USC, and Loyola law schools.
