Public Counsel congratulates Mark Rosenbaum, Senior Special Counsel for Strategic Litigation, on receiving the 2026 Shattuck-Price Outstanding Lawyer Award from the Los Angeles County Bar Association (LACBA). Mark accepted the award on June 18 at LACBA’s Installation and Awards Dinner at the Millennium Biltmore Hotel. The Shattuck-Price Outstanding Lawyer Award recognizes an individual who has made an extraordinary contribution to improving the administration of justice.
For more than five decades, Mark has been one of the nation’s most influential civil rights lawyers, helping secure landmark victories that have advanced education equity, immigrants’ rights, housing justice for disabled veterans, voting rights, racial and economic justice, and the rights of people too often denied access to justice. At Public Counsel, Mark has led and helped shape high-impact litigation aimed at dismantling systemic inequality and ensuring that laws and institutions deliver on their promises.
LACBA recognized Mark for a career defined by extraordinary leadership, advocacy, and enduring impact on the legal profession and the communities it serves. Beyond the courtroom, Mark has also shaped generations of lawyers and advocates through his teaching, mentorship, and deep commitment to public interest law.

In his remarks at the ceremony, Mark reflected on the collective efforts behind his work and the unfinished challenges that remain. “We persist, we expand, and we win the battles for basic rights and human dignity,” he said.
