VICTORY: Judge Dismisses Lawsuits Against Measure ULA, Upholding Affordable Housing Ballot Initiative

Attorneys and members of the United to House LA coalition outside the Stanley Mosk Courthouse after Judge Scheper heard their arguments on October 23, 2023.

Los Angeles County Superior Court Judge Barbara Scheper ruled today to dismiss a consolidated challenge against Measure ULA, upholding the largest affordable housing ballot initiative passed in Los Angeles history. The court found the “Plaintiffs fail to state facts sufficient to support any claim against any Defendant,” and both cases were dismissed with prejudice.

This is an incredible victory for the people of Los Angeles, who overwhelmingly passed Measure ULA in November 2022. The measure will generate hundreds of millions annually to support affordable housing, and is already funding crucial programs for the City of Los Angeles that are providing tenant assistance and are keeping people in their homes.

Congratulations to our clients, Southern California Association of Nonprofit Housing (SCANPH), Koreatown Immigrant Workers Alliance (KIWA), and Service Employees International Union Local 2015 (SEIU 2015), who courageously stepped up to defend Measure ULA, volunteering to join as defendants in this case! And a huge shout out to the United to House LA coalition for its leadership and tireless advocacy for affordable housing in Los Angeles. Lastly, a note of appreciation to our co-counsel, Irell & Manella LLP, for their outstanding work and collaboration in achieving this victory!
