Crisis, Resilience, and Action: Public Counsel’s 2025 Annual Report

When broken systems stack the odds against people, they turn to Public Counsel. Our 2025 Annual Report shares how, in a year marked by extraordinary upheaval and hard-won progress, Public Counsel stood with clients, communities, and partners to secure justice, dignity, and lasting change. 
 
In 2025, Los Angeles confronted two overlapping and unprecedented crises: catastrophic wildfires that displaced families and destabilized neighborhoods, along with a sharp surge in federal immigration enforcement that spread fear across communities already under strain. In both moments, Public Counsel responded with urgency, compassion, and resolve—pairing immediate legal services with systemic advocacy so that Angelenos were not left to face these challenges alone.

The report also highlights major victories for unhoused veterans, stronger protections for Los Angeles tenants, expanded support for children and families, and advocacy that advanced justice across our communities.
